How much does it cost to rent a car in Montenegro?

Can you drive a rental car from Montenegro into Croatia?

Usually yes, with two conditions: the rental company must permit it, and the green card insurance document must list Croatia, which often means a cross-border fee arranged at pickup. Carry passports for the Debeli Brijeg crossing and expect long queues on summer weekends - crossing before 8am or after 8pm saves hours in July and August.

Is driving in Montenegro difficult?

It asks more of you than most of Europe, but it is manageable. The bay road is narrow with one-lane tunnels, the Lovcen and other mountain roads are serpentine with modest barriers, and local overtaking is confident. Driving in Montenegro: what to know

The bay road narrows to one lane
The road around the Bay of Kotor squeezes through short one-lane tunnels and past stone houses built to the tarmac. Oncoming traffic yields by convention at the tunnel mouths - make eye contact, commit or wait, and never assume the other car will stop. It is slow driving, and that is fine, because the views are the point.
Take the Kamenari-Lepetane ferry
A short car ferry crosses the narrowest point of the bay between Kamenari and Lepetane, running frequently and cutting roughly 40km off the drive between Herceg Novi and Tivat or Kotor. In summer the full bay road crawls with traffic, so the ferry usually wins on time even with a queue.
Respect the Lovcen serpentines
The old road from Kotor up to Lovcen climbs through 25 numbered hairpins with low stone walls and long drops. Use low gears down as well as up, pull into the marked passing spots for oncoming cars, and skip it in fog or after dark. The reward at the top is the whole bay laid out below you.
Summer border queues to Croatia are real
The Debeli Brijeg crossing toward Dubrovnik backs up badly on July and August changeover days, and waits of two to three hours happen. Cross early in the morning or late in the evening, carry passports and the rental paperwork, and build slack into any onward plan on the Croatian side.
Sort the green card before you need it
Montenegro is outside the EU, so driving into Croatia, Bosnia or Albania needs insurance that explicitly covers each country - the green card in the glovebox lists them. Check it at pickup and pay the cross-border fee then, because arranging it at a border does not work.
Fill up before Durmitor
The north is emptier than the coast - fuel stations thin out past Niksic, and mountain weather turns fast even in summer. Top up the tank in Niksic or Zabljak, carry water, and treat the Tara canyon road with the same patience as the bay road.
