South Padre Island, by a wide margin: it sits far from the sediment-heavy river mouths that muddy the upper coast, and on calm late-summer days the water turns a genuine green-blue. Clarity improves generally as you move south and drops as you approach Galveston. Even South Padre isn't Caribbean-clear - manage expectations accordingly.

Sediment, not pollution: the Mississippi, Brazos and other rivers pour silt into the shallow northern Gulf, and waves keep it stirred up. The water is generally fine for swimming - it just looks brown-green rather than blue. Color improves after several calm days and gets better the farther you are from river mouths, which is why South Padre is clearest and Galveston is murkiest.

Rockport Beach for small children - calm, shallow, Blue Wave certified bay water with no real surf - and Galveston's Stewart Beach for the classic day trip: lifeguards, full facilities and an alcohol ban keep it family-oriented. On South Padre, the beaches in front of the main hotel zone have lifeguards in season and the most to do off the sand.
