Fourteen resorts across Tampa Bay tested in September 2026 against one question: does this property sell a family an all-inclusive plan on its own website? None does. The second finding answers the question most families are really asking, because ten of the fourteen a search will show you are not in Tampa at all.

No, and this is the fourth American market on this site to answer the same way. The one genuine all-inclusive product found in Tampa Bay is a three-night wellness retreat priced for one or two people, at a property whose spa, fitness centre and indoor pool, the things the package actually consists of, are all closed to anyone under sixteen. That is the San Diego two-person cap and the Sedona sixteen-and-over floor arriving together in a single product. Across Phoenix, San Diego, Sedona and Tampa Bay, more than fifty properties have now been tested and not one sells a family an all-inclusive plan it can book.

What the bands mean

The resort fee is the product here and it runs from 20 dollars a night to 55 plus tax, with parking stacked on top of it at 20 to 40 dollars. The cheapest fee returns its own value as a daily food and drink credit, which makes the lowest fee that actually costs you something 28 dollars. Three properties publish no fee at all, which is worth naming because it is rare in this market. Two publish a mandatory 35 dollar daily fee with no inclusion list whatsoever, and that absence is itself a finding. One property's own web pages and its own downloadable fee document disagree about its resort fee by five dollars, and both readings are recorded here rather than averaged. On tax, no government source publishes a single combined figure for this market, so this page carries the components rather than inventing a total: a six per cent county tourist development tax in both Hillsborough and Pinellas, six per cent state sales tax, and a discretionary county surtax of 1.5 per cent in Hillsborough, one in Pinellas and one in Pasco.

Where not to book in Tampa

Four things. The first is the address, because ten of these fourteen are not in Tampa: they are in St Pete Beach, Clearwater Beach, Palm Harbor, Safety Harbor and Wesley Chapel, across three counties, and a family splitting its time between a Gulf beach and Tampa's attractions will drive across the bay every day. The second is the fee with no list, published by two properties at 35 dollars a day with nothing at all stated about what it covers. The third is the fee that is the price of admission: at the resort with the most water, the amenity fee is what actually buys the waterslide and the paddleboats, so a family of five taking two units pays it twice. The fourth is the resort that a search for family resorts will surface and that bars children from everything it is famous for: its spa, its fitness centre and its indoor pool are all closed to anyone under sixteen, and those are precisely what its all-inclusive package consists of.

When to book

Decide beach or city first, because in Tampa Bay they are not the same trip. Tampa itself sits on the bay rather than the Gulf, so every beach resort a search returns is in the next county, an hour away in traffic, and in a different tax jurisdiction. If you want the beach, the fee and parking stack matters more than the room rate: budget 80 dollars a night at the top of this page and roughly 68 at the pink landmark. If you want the city, two properties publish no resort fee at all and sit on the Riverwalk, from which the free streetcar and ten free splash pads are walkable, which is a genuinely cheaper family holiday than it looks.

Not in Tampa Bay, on fourteen properties tested. This site has now run the identical test in four American markets, Greater Phoenix, San Diego, Sedona and Tampa Bay, covering more than fifty properties, and has not found a single family-bookable all-inclusive in any of them. Each market produced one near-miss and each excluded families by a different mechanism: one accepts nobody under 18, one caps its plan at two people per room, one welcomes guests only from 16, and Tampa Bay's manages both a two-person price and a 16-and-over exclusion in the same product. The pattern is now consistent enough to be the answer: the American resort market sells a fee, not board.

They are different holidays and the data makes the choice unusually clear. Ten of the fourteen resorts a Tampa search returns are not in Tampa, and most of those are on the Gulf at Clearwater Beach or St Pete Beach, in Pinellas County. If a Gulf beach is the point of the trip, stay there, because Tampa sits on the bay and its own four City beaches publish no lifeguard cover at all. If the trip is about the city, stay in Tampa, where two properties publish no resort fee and sit on the Riverwalk beside the free streetcar, ten free splash pads that run all year and seventy free playgrounds. What does not work well is trying to do both from one base, because it is a cross-bay drive each way, every day.

For bedrooms, Saddlebrook in Wesley Chapel, which publishes two-bedroom suites at 950 square feet with a king and a queen and three-bedroom suites above that. For a family that genuinely wants Tampa rather than a beach, Tampa Marriott Water Street or Epicurean, both of which publish no resort fee at all and sit within walking distance of the free downtown attractions. And for winter, Innisbrook, the only property publishing heated pools open year round.

Between 20 and 55 dollars a night, and what it buys varies more than the amount does. The highest is 55 plus tax per unit per night at the resort with the most water, where the fee is what actually grants access to the waterslide and the paddleboats.
